By JAMES KUNDA –
PRESIDENT Edgar Lungu has called for an immediate end to acts of indiscipline in the Zambia Police Service.
Meanwhile, President Lungu has called for collaboration among the three arms of Government, the Legislature, the Executive and the Judiciary, to ensure that the new Constitution is fully implemented.
The Head of State has directed the Police command to ensure that officers perpetuating violence against innocent people were removed from the service.
President Lungu was speaking at State House in Lusaka yesterday when he swore in Peter Chingaipe as Police and Prisons Service Commission chairperson.
Mr Chingaipe was sworn in alongside Jones Chinyama, who is chairperson of the Industrial Relations Court, and Nelson Phiri as commissioner of Police for Lusaka operations.
Others sworn in were Derrick Mulenga as Justice Chinyama’s deputy, Felix Phiri as national coordinator at the Centre of Excellence on E-governance and Information Communication Technology (ICT), and Chikula Chinyanta as public policy specialist at Cabinet Office.
“Chairperson for Police and Prisons Commission, you are a veteran and I expect that what is going on in the Police, the shooting of innocent people should be brought to an end.
“Do not hesitate to fall down like a tonne of bricks on wrongdoers; expedite disciplinary measures as removal of bad seeds from the Police depends on you,” Mr Lungu said.
President Lungu expected sanity in the service following the appointment of the new command led by Inspector General of Police, Kakoma Kanganja.

He said Mr Chingaipe should collaborate with the new command and ensure the cleansing of the service so that the Zambian people get a better service.
“There have been too many incidents of policemen doing wrong things and getting away with it. The shooting incidents we have witnessed recently, hooligan acts, probably excessive use of force.
“So investigate which policemen deserve promotion, demotion and those who deserve firing from the
police and ensure that you do not delay,” he said.
The President told the appointees that they had come in at a time when the Constitution of the country had substantially changed, hence the need for collaboration in ensuring that the desires of the people
became a reality.
“As Government, there are a lot of changes that have come on board, the Executive has changed, the Judiciary has changed and Legislature to some extent has changed.
“This will call for costs. The Constitutional Court and Court of Appeal need to come into being. So I want to assure the nation through you that Government is committed and costs will not be a hindrance in
getting  that which the people of Zambia desire,” he said.
Mr Lungu said he was liaising with Chief Justice Ireen Mambilima and Speaker of the National Assembly Patrick Matibini to ensure that the three arms of Government respond to the changes in the new
Constitution.
“So it will depend on all of you in Government to make sure that we adhere to what the people of Zambia want.
“Democracy is expensive and we have chosen democracy, so let me assure the nation that nothing will stop us for realising the changes that we have brought in the Constitution,” he said.
He said he would count on Mr Justice Chinyama to ensure that the justice system was refined to enhance the delivery of fair justice to the people.
To Dr Phiri, Mr Lungu said: “We have talked about this subject before; the world has changed now, it is e-voucher, e-governance, e-Lungu and so on, so make sure that we move quickly in that respect.”
Mr Lungu congratulated the newly appointed office bearers and urged them to work hard.
