‘Motion was defeated’

FOOTBALL administrator Simataa Simataa has said the controversial league restructuring item is a defeated motion which should not be entertained at the reconvened FAZ annual general meeting (AGM) on October 10.

Simataa said the league restruction motion was defeated at the initial FAZ AGM in March this year and should therefore not be taken back to the council for further debate.
He said the FAZ executive committee met after the March council meeting and decided to go on a nation wide consultation over a failed motion, thereby making it a new item.
“The league restructuring motion was defeated, it can’t return to the reconvened AGM. Where does the executive get the power to reintroduce a failed motion or a motion without following procedure,” Simataa said in Lusaka yesterday.
Simataa was reacting to FAZ’s statement that there is no illegality concerning the reconvened AGM as the council will only conclude unfinished business from the March gathering.
He said the FAZ president, executive members or general secretary have no power to withdraw a properly constituted motion.
Simataa charged that a properly constituted motion was a property of the FAZ council as such it could only be removed by the council.
“Even if all is in order, still how can you change the rules in an AGM by simple majority? The constitution is loud and clear on how to change rules in an AGM,” he stated.
But FAZ challenged Simataa to come to the main stream of the football family instead of allegedly relying on recycled third hand information.
“From the onset it is clear that Mr Simataa has either been misled or has misled himself on this matter,” a FAZ statement read in part.
However, Simataa said FAZ should engage him in a proper fashion if they wanted him to register than alleging that he was not in mainstream of the football family.
“Who said I am not in the mainstream of the football family? Engage me in a proper fashion if you want me to register with FAZ,” Simataa said.
He also challenged FAZ to quote their authorities when they raise issues and remain professional instead of lying, twisting or disparaging others.
FAZ will hold its reconvened council meeting on October 10 at the Government Complex in Lusaka to conclude matters from the March gathering.
