BWANA-MUKUBWA Member of Parliament Emmanuel Chenda feels the division of labour in Constituency Development Fund (CDF) can help accountability and transparent to prevail in projects.
CDF projects are currently being supervised by the local authorities countrywide.
Mr Chenda, who is Local Government Minister, said accountability and transparency in CDF projects could only be seen if there is division of labour in the management of the projects.
“CDF projects are currently supervised by council officials. These officials have other things to do and they cannot always be on site to see the progress of work,” he said
Mr Chenda said this in an interview after inspecting works at the Kafubu Resettlement Clinic which is being constructed using CDF funds at the cost of K420 000 in Ndola yesterday.
He observed that lack of frequent supervision of CDF projects by the local authorities was costing Government more resources.
The MP said some projects were redone due to poor workmanship on projects which are rarely inspected by officials in charge.
“Government is concerned with the manner in which funds for developmental projects are spent. The contractor for this project has not done a good job.
“We are now forced to spend some more money even when the facility starts operating. The aggregate used for plastering this clinic was of low quality,” he said.
However, he urged council officials in charge of CDF projects to scale up supervision on CDF projects to avoid sub-standard works.
Mr Chenda also inspected the construction of a maternity wing at Kaloko clinic and the construction of a police post in Kaloko Township under CDF.
