FORMER Finance Minister Felix Mutati has disclosed that the US$1.2 billion Lusaka-Ndola dual carriageway project triggered the collapse of efforts by the former governing Patriotic Front to clinch a bailout deal with the International Monetary Fund (IMF). Mr Mutati, now Science and Technology Minister, said the IMF questioned the former administration’s rationale to seek a separate loan to finance the multi-billion dollar road project, when it wanted a bailout package to cure an ailing economy.
