THE Ministry of Health says an ‘invisible hand’ sometimes higher than the minister’s, appeared to be directing the procurement process at the scandal-riddled department. Explaining the circumstances surrounding the K180-million contract given to an Indian company for the supply of 1,500 tricycle ambulances in 2020, Health Permanent Secretary for Technical Services Lackson Kasonka, alleged yesterday that an ‘invisible hand pushed it into the contract’ with Barakatel Investments Limited.
