PRESIDENT Hakainde Hichilema has urged local authorities to promote trade and investment in their areas to raise revenue for service delivery, emphasising that the K25.7 million Constituency Development Fund (CDF) belongs to the people. Mr Hichilema says local authorities must create opportunities for small and medium-scale enterprises (SMEs) in their areas as a way of broadening revenue generation which would in turn enable councils to provide services in health and education.
