Mobile network providers to pay K3m fine

THE three mobile network operators – Zamtel Limited, Airtel Networks Zambia Limited and MTN Zambia Limited – have complied with the Zambia Information and Communications Technology Authority (ZICTA) to pay the K3 million fine for failing to adhere to Quality of Service parameters in the third quarter of 2017.
ZICTA in December last year penalised the three operators for failing to meet some set parametres on Quality of Service like call set-up success rate, mean opinion score, successful SMS rate, SMS delivery time and hypertext transfer protocol (HTTP) success log-ins.
ZICTA corporate communications manager Ngabo Nankonde confirmed yesterday in response to a Press query that Zamtel, Airtel and MTN had not defied the Authority’s order to pay the K3 million fine.
“The service providers are complying, they have commenced the payment
process,” Ms Nankonde said without giving further details.
Zamtel and MTN were each fined K1,200,000 for failing to meet set parametres on call set-up success rate and for failure to meet the set parameter for HTTP success log-ins while Airtel was charged K750,000 for the same deficiencies.
ZICTA arrived at its decision following the quality of service inspection after a public inquiry held on November 18, 2017 at which mobile operators made submissions.
ZICTA conducted an inspection between July 1 and September 30, 2017 with respect to the quality of service provided by the three operators.
